Now, just ahead of <a href=\"https:\/\/finance.yahoo.com\/news\/why-2026-could-be-waymos-year-195850263.html?utm\">major planned rollouts across the country<\/a>, it is facing a recurring failure in one of the most sensitive places imaginable: school zones.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">In December, the National Highway Traffic Safety Administration (NHTSA) <a href=\"https:\/\/www.theverge.com\/news\/838879\/waymo-school-buses-probe\">opened an investigation<\/a> into Waymo after Austin\u2019s largest school district reported at least 19 incidents where the company\u2019s robotaxis failed to fully stop for school buses during loading and unloading \u2014 <a href=\"https:\/\/www.nhtsa.gov\/school-bus-safety\/reducing-illegal-passing-school-buses?utm\">an illegal violation in all 50 states<\/a>. Waymo quickly responded by<a href=\"https:\/\/www.theverge.com\/news\/839645\/an-update-from-waymo\"> issuing a voluntary software recall and rolling out updates<\/a> intended to fix the problem.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">But the patch didn\u2019t work. Since the update, Austin Independent School District (ISD) says at least four additional violations have occurred, <a href=\"https:\/\/www.edweek.org\/leadership\/schools-cite-safety-incidents-as-driverless-cars-enter-more-cities\/2026\/01?utm\">including one as recently as January 19th,<\/a> when a Waymo vehicle was filmed breezing through the opposite lane of traffic as children waited to cross the street and board a bus with its stop arm extended. In total, at least 24 safety violations involving Waymo vehicles and school buses have been reported in Austin <a href=\"https:\/\/www.statesman.com\/business\/technology\/article\/waymo-robotaxi-hits-child-california-probe-21329102.php\">since the start of the 2025 school year<\/a>.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Waymo has defended itself, in part, by noting that none of the Austin school bus incidents resulted in a collision or injury. But that\u2019s no longer strictly the case nationwide. Last week, Waymo <a href=\"https:\/\/waymo.com\/blog\/2026\/01\/a-commitment-to-transparency-and-road-safety\">published a blog post<\/a> acknowledging that one of its vehicles struck a child outside a Santa Monica elementary school on January 23rd. Although the school district told <a href=\"https:\/\/www.washingtonpost.com\/technology\/2026\/01\/29\/waymo-autonomous-vehicle-crash\/\"><em>The Washington Post<\/em><\/a> that the child sustained only minor injuries, the outcome could have been far worse: Waymo says the vehicle slowed from 17 mph to 6 mph in the instant before impact.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Experts specializing in autonomous vehicle safety and pedestrian interaction told <em>The Verge<\/em> that these incidents were concerning, particularly given the company\u2019s stated goal of making its vehicles drive more \u201c<a href=\"https:\/\/www.wsj.com\/lifestyle\/cars\/waymo-self-driving-cars-san-francisco-7868eb2b?gaa_at=eafs&amp;gaa_n=AWEtsqcIUAggX31cVxx8k0R3S_ShmRQjxmN8k7Ws3dggSQ4pPZVi_YzXI1lot0wSEfU%3D&amp;gaa_ts=6980ff4c&amp;gaa_sig=zNkVRLYuu0wqQj0EK8w5_fDYQsDIdy5mDCIJIpejTXBJpsqe-DRwu_H2vPYwfw_8uB1T7zjeC_sBw1icwzZXqw%3D%3D\">confidently assertive<\/a>.\u201d In an effort to shed the stereotype of <a href=\"https:\/\/www.bloomberg.com\/opinion\/articles\/2024-01-09\/waymo-the-grandma-of-robotaxis-is-winning-against-tesla-autopilot-cruise\">driving like a cautious grandparent,<\/a> the vehicles have been <a href=\"https:\/\/nypost.com\/2025\/12\/03\/business\/waymo-self-driving-cars-make-illegal-u-turns-zigzag-through-tunnels\/\">spotted playing looser with traffic rules<\/a>. But making robotaxis seem more humanlike also risks having them inadvertently inherit some of our more dangerous driving habits.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cThese technologies are still being developed and tested in a real world environment because there\u2019s a lot of things that happen in the real world that\u2019s hard for companies and engineers to anticipate,\u201d Cornell Tech professor and and expert in human-robot interaction <a href=\"https:\/\/tech.cornell.edu\/people\/wendy-ju\/\">Wendy Ju<\/a> tells <em>The Verge<\/em>. \u201cUnless you have some understanding of all the things that might happen, it\u2019s hard to know what to design around.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Waymo did not respond to repeated requests for comment. On Wednesday, Waymo\u2019s chief safety officer Mauricio Pe\u00f1a <a href=\"https:\/\/www.theverge.com\/transportation\/873891\/senate-hearing-autonomous-vehicles-robotaxi-waymo-tesla-legislation\">responded to safety concerns<\/a> raised during a <a href=\"https:\/\/www.commerce.senate.gov\/2026\/2\/hit-the-road-mac-the-future-of-self-driving-cars\">Senate hearing<\/a>. He said Waymo is evaluating each of the school bus incidents and is developing fixes, some of which have already been incorporated into its software. Pe\u00f1a also said they are working with Austin ISD to \u201ccollect data on different lighting patterns and different conditions.\u201d Waymo notably didn\u2019t commit to stop operating around school buses while that data collection and testing occurs.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p><h2 class=\"duet--article--dangerously-set-cms-markup\">School bus stops put autonomous vehicle \u2018logic\u2019 to the test <\/h2>\n<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Navigating around school buses is one of the more dangerous aspects of driving, for both humans and robots alike. NHTSA <a href=\"https:\/\/www.trafficsafetymarketing.gov\/safety-topics\/school-bus-safety?utm\">attributed 61 fatalities<\/a> to vehicles illegally passing school buses between 2000 and 2023, almost half of whom were pedestrians under the age of 18. That danger has less to do with the bus drivers themselves, who are typically licensed and careful, and more to do with the chaotic, improvisational nature of the situation. Buses are often double-packed, and kids, being kids, might not wait to cross the street when they are supposed to.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cWaymos are having an issue because every driver has issues around school buses,\u201d Ju said<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">As a result, drivers navigating around buses need to rely on experience and intuition in addition to following the firm set of rules they learned in driver\u2019s ed. That kind of common-sense logic, which comes naturally to skilled human drivers, Wu says, is particularly challenging for self-driving cars.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cThere\u2019s all these moments in time where you actually have to make a judgment call between different things that you\u2019re supposed to do,\u201d Ju said.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p><h2 class=\"duet--article--dangerously-set-cms-markup\">Waymo running a \u2018public beta test\u2019 with pedestrians? <\/h2>\n<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">On a technical level, there may be more at play. According to George Mason University professor and director of the Mason Autonomy and Robotics Center Missy Cummings, the apparent spike in robotaxi safety issues involving school buses may be linked to what she describes as Waymo\u2019s increasing shift away from traditional, <a href=\"https:\/\/www.nature.com\/articles\/s41598-026-35095-3\">modular machine-learning<\/a> toward a greater emphasis on <a href=\"https:\/\/arxiv.org\/abs\/1604.07316\">end-to-end learning<\/a>, a technology she calls \u201cfaddish\u201d and \u201cstill nascent.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Waymo, publicly, <a href=\"https:\/\/waymo.com\/blog\/2025\/12\/demonstrably-safe-ai-for-autonomous-driving#:~:text=The%20power%20is%20in%20unity,and%20roadgraph%20elements%20allow%20for:\">says it uses a mixture of the two<\/a>, but some <a href=\"https:\/\/junkoyoshidaparis.substack.com\/p\/has-waymo-gone-end-to-end-ai\">speculate that that balance is shifting<\/a>.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Earlier autonomous-vehicle systems relied on more conservative, layered architectures, with separate modules responsible for detecting objects, classifying them, and applying explicit safety rules governing how a vehicle should respond. End-to-end learning, by contrast, collapses much of that process into a single model that takes in all of the information gathered by a car\u2019s sensors at once and produces driving decisions probabilistically, based on patterns learned from large swaths of human driving behavior. The result is something that can seem more \u201cnatural\u201d and humanlike, though Cummings argues it can also introduce additional risk, especially in high-stakes scenarios like school bus stops.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The safety incidents demonstrate \u201call the hallmarks of problems when you change architecture,\u201d Cummings said. \u201cI suspect many [robotaxi companies] are doing it.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p><h2 class=\"duet--article--dangerously-set-cms-markup\">Schools asked Waymo to pause<\/h2>\n<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Regardless of what is causing the mistakes, Austin ISD has made its position clear. Officials <a href=\"https:\/\/communityimpact.com\/austin\/south-central-austin\/education\/2026\/01\/16\/austin-isd-urges-waymo-to-halt-operations-amid-increased-school-bus-traffic-violations\/?utm\">reportedly asked Waymo to cease robotaxi operations around schools <\/a>during loading and unloading hours until the issue is resolved. But Waymo refused and has continued operating, a decision experts say seems both shortsighted and at odds with the company\u2019s public image of promoting safety and caution.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cI think it\u2019s concerning that Waymo wouldn\u2019t agree to that,\u201d Cummings said. \u201cYou\u2019re only talking about truly an hour and a half, 45 minutes in the morning and 45 minutes in the afternoon, so it\u2019s not a heavy lift to not do that.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\"><a href=\"https:\/\/www.ece.cmu.edu\/directory\/bios\/koopman-philip.html\">Philip Koopman<\/a>, a Carnegie Mellon Professor and AV safety expert, <a href=\"https:\/\/philkoopman.substack.com\/p\/the-waymo-school-bus-problem?r=12xs3&amp;utm_medium=ios&amp;shareImageVariant=overlay&amp;triedRedirect=true\">echoed that sentiment <\/a> in a recent edition of his Substack newsletter <em>Autonomous System Safety<\/em>.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cWaymo is making an explicit choice to gamble with children\u2019s lives,\u201d Koopman writes. \u201cThey say they like the odds, but it is not their gamble to make.\u201d<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">And while the vast majority of issues involving school buses occur in Austin, that\u2019s likely partly due to the city recently <a href=\"https:\/\/www.austinisd.org\/transportation\/stop-arm-cameras\">outfitting each of their stop arms with cameras<\/a>. In other words, similar incidents could be happening elsewhere but are simply going unnoticed. Austin ISD did not respond to our requests for comment. (<a href=\"http:\/\/axios.com\/local\/atlanta\/2025\/12\/15\/waymo-passing-atlanta-school-buses\"><em>Axios <\/em>reported<\/a> that the problem is happening in Atlanta as well.)<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The school bus incidents, along with the striking of the child in California, have sparked <a href=\"https:\/\/www.statesman.com\/business\/technology\/article\/waymo-robotaxi-hits-child-california-probe-21329102.php\">three federal investigations<\/a> in as many months. Though unlikely in <a href=\"https:\/\/www.theverge.com\/tesla\/689286\/tesla-robotaxi-austin-texas-law-regulation-safety\">Texas\u2019 loose AV regulatory environment<\/a>, incidents like these could put Waymo at risk of having its operating license revoked. Even now, as investigators <a href=\"https:\/\/www.kxan.com\/investigations\/ntsb-opens-investigation-into-waymo-driverless-vehicles-passing-stopped-austin-isd-school-buses\/\">reportedly head to Austin in person<\/a> to probe the company, robotaxis continue to operate in the school zone. At the very least, that cavalier approach could make other municipalities think twice before welcoming the company\u2019s cars to their streets.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cWaymo brought this on themselves,\u201d Cummings said. \u201cIf they had done the responsible thing and self elected to stay out of school zones until they fixed it, then they wouldn\u2019t have this big [public]
