The move puts a sudden stop to five wind farms already under construction, including Dominion\u2019s Coastal Virginia Offshore Wind project.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The <a href=\"https:\/\/interactive.13newsnow.com\/pdfs\/Dominion_Complaint.pdf\">complaint<\/a> Dominion filed Tuesday alleges that a stop work order that the Bureau of Ocean Energy Management (BOEM) issued Monday is unlawful, \u201carbitrary and capricious,\u201d and \u201cinfringes upon constitutional principles that limit actions by the Executive Branch.\u201d Dominion wants a federal court to prevent BOEM from enforcing the stop work order.<\/p>\n<\/div>\n<div>\n<div class=\"duet--article--article-pullquote qnnwq0\">\n<p class=\"duet--article--dangerously-set-cms-markup qnnwq2 _1xwtict9\">\u201cVirginia needs every electron we can get as our demand for electricity doubles.\u201d<\/p>\n<\/div>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The suit also argues that the \u201csudden and baseless withdrawal of regulatory approvals by government officials\u201d threatens the ability of developers to construct large-scale infrastructure projects needed to meet rising energy demand in the US.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cVirginia needs every electron we can get as our demand for electricity doubles. These electrons will power the data centers that will win the AI race,\u201d Dominion said in a December 22 <a href=\"https:\/\/news.dominionenergy.com\/press-releases\/press-releases\/2025\/Dominion-Energy-releases-statement-in-response-to-U-S--Department-of-Interior-action-on-Coastal-Virginia-Offshore-Wind\/default.aspx\">press release<\/a>. Virginia is home to the largest concentration of data centers in the world, according to the company.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The rush to build out new data centers for AI \u2014 along with growing energy demand from manufacturing and the electrification of homes and vehicles \u2014 has put added pressure on already stressed power grids. Rising electricity costs have become a <a href=\"https:\/\/www.theverge.com\/report\/816946\/electricity-rates-election-democrats\">flashpoint in Virginia elections<\/a>, and <a href=\"https:\/\/www.theverge.com\/science\/841169\/ai-data-center-opposition\">in communities near data center projects across the US<\/a>, as a result. Delaying construction on the Coastal Virginia Offshore Wind farm raises project costs that customers ultimately pay for, Dominion warns.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Secretary of the Interior Doug Burgum, who is named as one of the defendants in the suit, said that the 90-day pause on offshore wind leases would allow the agency to address national security risks, which were apparently recently identified in classified reports. The US Department of Interior also <a href=\"https:\/\/www.doi.gov\/pressreleases\/trump-administration-protects-us-national-security-pausing-offshore-wind-leases\">cited<\/a> concerns about turbines creating radar interference.<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">\u201cI want to know what\u2019s changed?\u201d national security expert and former Commander of the USS Cole <a href=\"https:\/\/www.pbs.org\/newshour\/nation\/trump-order-halts-offshore-wind-projects-for-at-least-90-days\">Kirk Lippold told the Associated Press<\/a>. \u201cTo my knowledge, nothing has changed in the threat environment that would drive us to stop any offshore wind programs.\u201d<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">The Trump administration previously halted construction on the Revolution Wind farm off the coast of Rhode Island and Empire Wind project off the shore of New York before a federal judge and BOEM <a href=\"https:\/\/www.theverge.com\/science\/783644\/revolution-offshore-wind-farm-start-construction-judge-lifts-halt\">lifted<\/a> <a href=\"https:\/\/www.empirewind.com\/2025\/05\/20\/stop-work-order-lifted-empire-wind-project-resumes-construction\/#:~:text=Press%20Release%20%7C%20May%2020%2C%202025,500%2C000%20homes%20in%20New%20York.\">stop work<\/a> orders. Those projects have now been <a href=\"https:\/\/www.equinor.com\/news\/20251222-us-wind-lease-paused\">suspended<\/a> <a href=\"https:\/\/orsted.com\/en\/media\/news\/2025\/12\/revolution-wind-and-sunrise-wind-receive-lease-sus-1473669611\">again<\/a>. President Donald Trump issued a presidential <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/01\/temporary-withdrawal-of-all-areas-on-the-outer-continental-shelf-from-offshore-wind-leasing-and-review-of-the-federal-governments-leasing-and-permitting-practices-for-wind-projects\/\">memorandum<\/a> upon stepping into office in January withdrawing areas on the outer continental shelf from offshore wind leasing, which a <a href=\"https:\/\/apnews.com\/article\/trump-wind-power-offshore-attorney-general-a8c2f1201ac6b0607e8c4a1c36e651ba\">federal judge struck down<\/a> earlier this month for being \u201c<a href=\"https:\/\/newjerseymonitor.com\/wp-content\/uploads\/2025\/12\/12-8-25-NY-v.-Trump.pdf\">arbitrary and capricious<\/a>.\u201d<\/p>\n<\/div>\n<div>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1ymtmqpi _17nnmdy1 _17nnmdy0 _1xwtict1\">Dominion Energy says it had already obtained all the federal, state, and local approvals necessary for the Coastal Virginia Offshore Wind farm, which broke ground in 2024. The company has already spent $8.9 billion to date on the $11.2 billion project that was expected to start generating power next year.
